Decrees of Ministry of Industry 24 April 2001 and Ministry of Production Activities 20 July 2004

Two decrees in 2001 defined quantitative targets, functioning and implementation of programs related to energy conservation and efficiency. Solar-thermal is one of the technologies eligible for support. The targets are gradual and progressive, effective from 2005-2009. The decrees were subsequently substituted by the decrees of Ministry of Production Activities in July 2004.

Financial Law 448/98

Law 448/98 reduced the percentage deduction for individuals and private companies for renewables and energy saving measures related to houses and buildings from 41% (previously established by the Financial Law 449/97) to 36%. The benefit has been renewed by other subsequent norms.

National Program for Thermal Solar Energy

The “National Program for Thermal Solar Energy”, monitored by ENEA, is focused on implementing a campaign for the dissemination of thermal solar panels on the land. It calls for installing 3 million m² of collectors by 2010 through the creation of a qualified network of expert designers and engineers.

Financial Law No 448 of December 1998 and Financial Law and implementing decrees for the year 1999

They allow a 36% deduction of the expenses for house renewing from the taxable base of individual revenues. The reduction is distributed in the incoming five fiscal years. The funding is provided in the framework of the state incomes.
